Mandatory Inspections
COMMUNITY MANDAORY INSPECTIONS Each owner with a rental property will receive a registration form & first annual billing of $140/unit for five years or $28 per unit/year. We advise not to prepay the entire amount up front, because the program may change. If you have a property manager they can fill out this form for you. This information will become a matter of public record. It is best that address for rental be in care of property manager or if you do not use a property manager we suggest using a PO Box, otherwise everyone will know where the owner lives. Owner must identify a contact person/company if they live 35 miles away from city hall. We can perform this service for you at no charge if we are your property managers.Exemptions: Rental housing units subject to routine periodic inspections by other government agencies, such as Section 8, section 42 tax credit housing program. Also exempt are housing units five years old or less. All other single family and multiple family residences that are rentals will be subject to this inspection program. They will inspect 10% of multifamily units at random. Exterior of all buildings will be inspected. If violations are found, 100% of multiple family units may be inspected. Notices of the inspections are sent to the owner/representative approximately 14 days before inspection.City/County of Sacramento will also mail a notice to the rental. Properties that pass the inspection or where a non-major violation was found and corrected within 30 days will also qualify for self-certification. More about self certification later. After receiving notice of inspection from you we will post notice of entry and obtain consent to enter from the tenant. If consent if given by the tenant and inspection date is set there will be a 4- hour window for meeting the inspector at the property. If owner/agent does not meet inspector, there will be an $80 penalty charge to the owner. If consent is not received from the tenant the inspector will not enter. However, they will inspect the exterior. You or your agent must accompany the inspector whether consent is received or not. If violations are found we have 30 days to correct the problems. The one follow up inspection will be done at no charge by the City. Uncorrected violations are subject to re-inspection fees, until corrected. Properties that do not comply after several follow-op inspections will be moved from Rental Housing Inspection Program into Housing and Dangerous Buildings. If inspections are not performed during the 30 day period there will be a $150 fine. Reporting goal by the City is within 7 – 10 business days. Business days become 7 week days and this may not allow enough time to make corrections. The clock begins to run on the day of the inspection. Owner/agent should note the corrections being required at the inspectional o action can be taken the ASAP. We will not perform pre-inspections because the program is too new and experiences with the inspectors’ requirements are not known. However, a Pre-inspection, if desired,is available by a Certified Home Inspector. Their cost is $300 on up. Self Certification Program This will require an annual inspection and or at each tenant turnover. The inspection report must be made on City forms. Inspection reports must be kept for 10 years from date of inspection. Cities will randomly check to see if the owner complies. If property qualifies for self Certification, City anticipates giving a fee discount to the owners. As you can see there are a lot of requirements for the owner or property manager.
